Dumlao was born in Lanao, Philippines and educated at the University of San Tomas in Manila and the Cranbrook Academy of Art in Michigan, where he was a student when he entered the City Hall competition. He later worked for both Eero Saarinen and I. M. Pei and Associates, as well as other firms. He was an architect and the vice-president of Minoru Yamasaki & Associates for many years.
