Van Norman was born in Meaford, Ontario, and educated at the School of Architecture at the University of Manitoba. Soon after he moved to Vancouver where he became a prominent practicioner of Modernist style, and an expert on techniques of prefabricated wood, particularly for residences. As a result, he was enlisted by the British government as an advisor to help with reconstruction after World War II. Some of his important buildings include the Revelstoke (British Columbia) City Hall, and the Beach Towers near Stanley Park in Vancouver, for which he won the Centennial Award from the Canadian Housing Design Council.
