War bonds were the primary vehicle to raise funds for wartime expenditures. Everyone was able to “do their bit” by lending money at low interest rates to the government to help “pave the way to victory.”

In November 1917, Canadian war bonds were renamed “Victory Bonds” and were offered at 5.5% interest. Victory bond campaigns tended to be forward-looking, with themes of post-war prosperity.
