During the First and Second Word Wars, the Canadian government relied on citizens’ willingness to loan money to support the war effort.

Canadians were encouraged to contribute by buying government-issued war bonds. The first domestic war loan was introduced during the First World War, in November 1915.

The terms “Victory Loan” or “Victory Bond” was not used until November, 1917.
