Frank Mikutowski was a US Navy veteran and winner of the American Institute of Architects Medal at the University of Minnesota in 1949.

He was a partner in the prominent St. Paul firm of Rafferty, Rafferty, Mikutowski Associates, which garnered many awards over the decades. The firm still exists under the name Rafferty Rafferty Tollefson Lindeke.
