Owtram was born in Uganda, studied at the Architectural Association in London and the School of Architecture, Liverpool University. He moved to Canada in 1954, and was in private practice in Vancouver from 1954 to 1961. He changed his last name to Cyoni in 1960, and is listed under both last names in the Canadian Index to Architecture Periodicals Index 1940-1980. In 1961 he moved to Scottsdale Arizona, where he set up a practice. In 1967 he changed his name again, this time to Cyaioni.
